On top of that, GRAU comes with a locked helicopter, widely considered one of the best in the game. It can tank around 200k damage surprisingly easily. However, GRAU has one clear weakness: submarines. Against subs like Type 039C, your best tactical option is simple—run.

SVAROG is still a solid cruiser, but it simply can't go head-to-head with GRAU. Despite having two cannons and grenade launchers, a large portion of its damage depends on missiles, which makes it vulnerable to strong AA systems. That said, in the hands of a skilled player, SVAROG can still perform very well.

Where SVAROG truly shines is anti-submarine capability. It handles subs far better than GRAU, making it more versatile in mixed naval battles.

SVAROG is much cheaper and offers good value for skilled players. But price aside, GRAU is the best cruiser in the game—no debate. Its gun dominance, broken AA, low investment needs, and solo-friendly design put it at the very top of the cruiser food chain.
